Grove Street Bridge: What happened, why it took time, and what comes next

A lot of people have asked why Grove Street has taken so long, and what the path forward is. Here is the best timeline I have pulled together from city and state updates.

1) The closure and why replacement became the direction (2021)

  • 1970: Grove Street Bridge was constructed.
  • August 5, 2021: The bridge was closed to all traffic to support inspection work, with barricades and detours put in place.
  • After inspection, the bridge was rated Poor and Structurally Deficient. The reported concerns included:
    • Substructure: rated in imminent failure condition.
    • Structural deterioration: major deterioration and section loss in primary structural elements.
    • Safety: the condition supported a move toward full replacement rather than reopening.

2) Temporary repair planning, while pursuing replacement funding (2022)

In early 2022, the city moved on two tracks: preparing temporary repairs while pursuing a full replacement program.

  • Feb. 1, 2022: EGLE permit application submitted (expected to be processed as a minor project).
  • March 2022: Plans were nearly ready to go out for bid for repairs. An engineer’s estimate was about $166,854.
  • March 21, 2022: The Capital Improvement Plan allocated $200,000 for future Grove Street Bridge repairs.
  • April 2022: The city set aside money for temporary repairs, while also being identified as a finalist for a full replacement through the MDOT Bridge Bundle Program (estimated around $3.31 million).
  • June 29, 2022: Recommendation was made to commit to the Bridge Bundle program and pursue full replacement rather than temporary repairs.
  • July 2022: Coopersville was selected for the MDOT Bridge Bundle Program for complete replacement, with no local cash match.

Temporary repairs vs replacement (why the plan changed)

Early on, the city explored temporary repairs. Those repairs were aimed at stabilizing the bridge for short term safety, not solving the underlying age and deterioration issues. Even if the temporary repairs had moved forward, the bridge still would have needed a full replacement later, because the inspections pointed to major deterioration and a substructure condition described as “imminent” failure.

Once Coopersville was identified as a finalist, and then selected for the MDOT Bridge Bundle replacement program, it made more sense to pursue the long term solution. Replacement is a multi-million dollar project. The Bridge Bundle approach offered a path that was financially realistic for a city our size, rather than spending local dollars on a short term fix and still facing a replacement bill later.

3) The funding disruption and continued engineering (2023)

  • Feb. 6, 2023: An updated CIP timeline referenced a replacement of roughly $3.5 million in 2026, noting “funding by others.”
  • Mid 2023: A funding disruption affected the Bridge Bundle pilot program, and Grove Street was among the bridges reported as losing that pilot funding.
  • August 2023: Inspection again noted Poor and Structurally Deficient condition, with substructure in imminent failure condition.
  • Dec. 2023: MDOT confirmed it was still paying for the engineering phase and the bridge remained a candidate for new state funds.

4) Program resumption and expanded scope (2024)

  • Feb. 7, 2024: MDOT secured $80 million in state funding to continue the Bridge Bundle Program. Grove Street replacement estimate was updated to about $3.19 million, with an anticipated project year of 2026.
  • Dec. 2024: The project scope expanded to consider bridge widening to allow sidewalks on both sides, tied to Safe Routes to School requirements. The widening was estimated at about $350,000, with MDOT offering to cover 50% of that widening cost.

5) Current outlook and schedule (2026 to 2027)

  • Jan. 2026: The state reiterated its guarantee of the $3.2 million Bridge Bundle state grant.
  • Feb. 2026: A council meeting update reported the letting date (construction bids) pushed to November 2026.
  • Late 2027: Current expected completion estimate.

Why this matters for Coopersville

Replacing a bridge is a major, multi-million dollar project. For a city our size, the difference between “local funded” and “state funded” is the difference between something being feasible or not. The Bridge Bundle path has had setbacks, but it remains the most financially realistic approach to get a safe, long-term solution.

What happens next

  • Now through 2026: finish design, coordination, and any expanded scope decisions (including sidewalk widening).
  • November 2026: project goes out for bids.
  • 2027: construction and reopening, with detours and access planning communicated ahead of time.
