5.11.2026 - May Council Meeting Agenda for 5.11.2026
Here is a brief look at the main discussion/action items on Monday’s City Council agenda.
8A. FY 2026–2027 Budget and Millage
Council will consider adopting the proposed budget for the next fiscal year. The proposed budget keeps the city millage rate at 13 mills, which has remained stable for many years. The budget does use some fund balance for infrastructure and road projects, while maintaining a projected 40% fund balance.
8B. Sanitary Sewer Cleaning, $39,375
This is annual preventative maintenance for the city’s sanitary sewer system. The work includes cleaning selected sewer lines using high-pressure water jetting and vacuuming out debris. These lines were last cleaned in 2022. The cost is budgeted in the Sewer Fund.
8C. Sanitary Sewer Easement Agreement, $60,000
Council will consider an easement agreement for property on East Street related to the East Street Lift Station improvements. This would allow the city to move forward with planning for an upgraded lift station in a location that may improve safety, access, reliability, and long-term maintenance. Approval would be contingent on a satisfactory feasibility study by Prein & Newhof.
8D. Frontier Communications Temporary Utility Easement
This item is connected to the future Grove Street Bridge replacement project. Frontier is requesting a temporary easement on city-owned property so telecommunications service can continue during construction. The agreement requires the temporary poles and lines to be removed and the property restored when the project is complete. There is no direct cost to the city.
8E. Master Plan 47-Day Comment Period
Council will consider allowing the updated Master Plan to be distributed to surrounding jurisdictions to begin the required 47-day comment period. This step would still depend on the Planning Commission giving final approval to the updated draft at its May 18 meeting. The Master Plan helps guide future land use, development, transportation, housing, and community planning decisions.
8F. Copy Machine Replacement, $16,018.80
The city’s current copy machine was purchased in 2017 and has had increasing maintenance issues. Staff is recommending replacement with a new machine from Noordyk Business Equipment. The goal is to improve reliability, reduce downtime, and lower maintenance costs.
